Draft Counter-Terrorism Strategy

The Commission has been clear that terrorist involvement and abuse of charities is completely unacceptable. We recognise that we deal with very few cases involving terrorism, but a single case has the potential to damage public trust and confidence in charities.

The draft strategy emphasises the importance of a proportionate response, focused on building robust governance within charities.  In line with our regulatory approach, the strategy focuses on providing support and guidance to charities to work with them in preventing problems and abuse occurring in the first place. We will engage further with charities and sector bodies, to set priorities for the production of guidance, along with a timetable for delivery in the New Year. We will publish and consult fully on the first elements of a ‘toolkit’ of guidance and best practice later in 2008.
